Which Manholes Are Yours: Private and Public Chambers

In Dubai, the manholes and inspection chambers inside your plot are part of your private sewerage network, and maintaining them is your responsibility. Dubai’s sewerage law, Local Order No. 8 of 2002, defines the private network as everything within the plot up to the point where it connects to the public network. Beyond that point, including the connection chamber outside your boundary, the chambers belong to the public system.

The same law says nobody may open, fill in, cover or conceal a manhole or inspection chamber on the public network, or build over it or plant trees that obstruct it. So if the problem is in a chamber outside your boundary, report it rather than opening it. Dubai Municipality’s call centre is 800 900.

Is the blockage on your side?

Lift the cover of the last chamber inside your plot, the one nearest the boundary. If it is full of standing water, the blockage is further down, in the pipe to the boundary or beyond. If it is empty and draining while a chamber nearer the house is full, the blockage is between the two, on your side. When the last private chamber is full and the pipe to the boundary chamber is clear, the problem is likely on the public side, and that is a call to Dubai Municipality, not a plumber.

Moving or adding a connection point to the public sewer is also a matter for the authority: Local Order No. 8 requires a new application and fees for changing the location or number of connection points. Repairing or rebuilding a chamber within your plot doesn’t change the connection, so it doesn’t fall under that requirement.

Signs Your Manhole or Chamber Needs Attention

A manhole needs attention when its cover moves, cracks or smells, when water stands in the chamber, or when sand, cockroaches or sinking ground appear around it. Most of these point to one of three problems: a cover that is the wrong class or badly bedded, a chamber with cracked walls or a failed base, or a blockage in the pipe leaving it.

A blockage in the pipe is a drain problem rather than a chamber problem, and our drain cleaning and hydro-jetting pages cover it. But the chamber is where the evidence shows first, and where a camera goes in to see what is happening in the pipe. Choosing a Manhole Cover: Load Classes Explained

Choose a manhole cover by where it sits, not by its size. The EN 124 standard rates covers in six classes by the load they are tested to: A15 for areas only people walk on, B125 as the minimum for any villa driveway, C250 where heavier vehicles park, and D400 for roads. The number in each class is the test load in kilonewtons.

Why a light cover fails under a car

An A15 cover is tested to about 1.5 tonnes, more than many cars weigh, so it can seem strong enough for a driveway. It isn’t. A wheel that brakes or turns on a cover can put three to four times the vehicle’s resting weight onto that one spot, which is why B125 is the minimum anywhere a car goes. Cracked driveway covers are very often simply the wrong class.

Tankers and delivery trucks

Many Dubai villas have regular heavy visitors: water tankers, septic tankers, furniture and building-material deliveries. If they drive or park over a chamber, B125 is not enough. Dubai’s sewerage law also requires connection chamber covers outside a building or on a vehicle route to withstand heavy loads. Plan for the heaviest vehicle that will realistically cross the cover, not the family car.

Check the markings

A cover made to EN 124 carries permanent markings showing the standard, its load class, the manufacturer and where it was made. Independent certification, such as a Kitemark, means the class was tested by a third party rather than simply printed on the casting. Suppliers in the UAE also note that authorities keep lists of approved products for public works. For a private chamber, the markings and certificate are what to ask for.

Cover Types

Recessed, Sealed and Lockable Manhole Covers

Beyond the load class, the type of cover decides how the chamber looks, whether it lets smells out, and who can open it. Recessed covers hide the chamber under your paving, sealed covers stop odours and insects, and lockable covers keep children and strangers out.

Recessed (tile-in) covers

A recessed cover is a shallow steel tray set in a frame and filled with the same paving, tiles or interlock as the surface around it, so the chamber almost disappears. Three details decide whether it lasts: the tray depth must match the paving thickness, the infill must be bedded solidly so it doesn’t crack under load, and the cover must still carry the right class for the location. Keep a note of where recessed covers are; they are easy to lose track of.

Sealed covers

A sealed cover has a gasket or grease seal between cover and frame, so air and water can’t pass. Chambers inside a building, in a garage, next to a majlis or under a staircase need one, because sewer air rising through an ordinary cover will reach the rooms around it. Sealed covers are also the fix when cockroaches are coming up through an outdoor chamber near the house.

Lockable and bolted covers

Where children play, or where a chamber sits in a shared or public-facing area, a bolted or lockable cover stops it being lifted by hand. An open chamber is a fall hazard, and sewer chambers also hold gases that nobody should be breathing.

Cover and frame belong together

A cover sits in a matching frame, and the two are made and tested as a pair. Dropping a new cover into an old, worn frame is a common reason a replacement starts rocking within months. Where the frame is damaged, loose or a different pattern, we replace both and bed the new frame properly on the chamber.

Chamber Repairs

Inspection Chamber Repair: Walls, Benching, Frames and Levels

Inspection chamber repair usually means one of four jobs: re-bedding a loose frame, repairing cracked walls, rebuilding the benching at the bottom, or changing the chamber’s level to match new paving. A chamber is only rebuilt completely when its walls or base have failed, and we can rebuild in precast concrete, blockwork, plastic or GRP, whichever suits the site.

Why benching matters

The bottom of a chamber isn’t flat. A half-pipe channel runs through it, with the floor either side sloped up towards the walls, so that waste flows straight through and anything that splashes out runs back into the channel. When the benching breaks up, solids settle in the chamber and build up until they block the outgoing pipe. A chamber that blocks every few months with nothing wrong in the pipes often has broken benching.

Sand and groundwater

In coastal communities where groundwater sits close to the surface, a cracked chamber lets water in, and the water brings sand with it. The sand settles in the channel and the pipes, and the soil it was taken from leaves a hollow that shows up as sinking paving around the cover. Sealing the chamber stops both problems; where the water table is high, a prefabricated chamber with sealed joints is often the lasting answer.

Sewer air slowly attacks bare concrete and render over the years, which is why the inside of a masonry chamber needs a proper coating. Plastic and GRP chambers don’t have that problem, which is one reason they are often used for rebuilds on villas.

Hidden Chambers

Buried and Tiled-Over Chambers

A chamber that has been tiled, paved or landscaped over can’t be used to clear a blockage, and many villa owners only find out it exists when one happens. The fix is to locate the chamber, bring it back to the surface, and fit a recessed cover so it still matches the paving.

Hidden chambers are found from the villa’s drainage drawings where they exist, and otherwise by running a camera through the pipe from a chamber that is still open and tracking where it stops at a junction. Once found, the covering is cut back, the chamber is raised if needed, and a recessed cover of the right class is set level with the paving around it.

A recessed cover keeps the look of the garden or driveway while leaving the chamber usable. On the public side, concealing a chamber isn’t only impractical: Dubai’s sewerage law prohibits covering or concealing public manholes and inspection chambers, so a boundary chamber that has disappeared under a new driveway needs to come back.

Cleaning

Manhole and Chamber Cleaning in Dubai

Manhole cleaning removes the sand, silt, grease and debris that settle in inspection chambers, and clears the pipe ends into and out of them. Villa chambers in Dubai fill faster than in most climates because wind-blown sand and garden soil find their way in, so check them at least once a year and clean them when solids start to build up.

What a chamber clean involves

The solids are removed from the channel and benching, the channel and the pipe ends are jetted, and the walls, benching and cover seal are checked while the chamber is empty. Anything found, such as a crack letting sand in or a cover seal that has failed, is pointed out to you while the chamber is open. If a pipe beyond the chamber is partly blocked, it is cleared in the same visit.

How often

Once a year is a sensible minimum for villa chambers. Chambers near the kitchen, which collect grease, and chambers in sandy gardens or next to irrigated beds need more frequent attention. Rainwater chambers should be cleared before the winter rains, so they are ready to carry water away when heavy rain arrives.

Cockroaches

Sewer cockroaches live in drains and chambers and come up through gaps. Spraying the house deals with the ones you see; sealing the covers, repairing gaps in the chamber and cleaning out the organic build-up deals with where they come from. If you have regular pest control, ask for the outdoor chambers to be checked at the same visit.

Safety

Safety Around Manholes and Sewer Chambers

Never climb into a sewer chamber, even a shallow one. Chambers are confined spaces that can hold sewer gases such as hydrogen sulphide and air without enough oxygen, and both can overcome a person within moments. Lifting a cover to look in is fine; reaching or climbing in is a job for trained people with gas detection.

Never leave a chamber open. An open chamber is a fall hazard for children, visitors and pets, and in the dark for anyone. If a cover breaks, put something solid and heavy over the opening and fence it off until it is replaced.

Don’t pour chemicals in. Drain chemicals poured into a chamber can react with what is already there, give off fumes, and damage plastic chambers and seals without clearing the blockage.

Report open public manholes. A missing or broken cover in a road, pavement or community street is Dubai Municipality’s to fix; call 800 900 and keep people away from it.

Beyond the Villa

Rainwater Chambers, Buildings and Car Parks

Rainwater chambers and building chambers follow the same rules as villa sewer chambers, with two differences: rainwater chambers must stay separate from the sewer, and chambers in car parks and service roads need heavier, often sealed, covers. Both are easy to neglect because they give no trouble until the day they fail.

Rainwater and stormwater chambers

Dubai’s sewerage law treats the public sewer and the rainwater drainage network as separate systems, each with its own connection. On a villa plot, gullies and rainwater chambers collect runoff from the roof, terraces and driveway. Months of dry weather fill them with sand and leaves, so the first heavy rain of winter finds them blocked and the water backs up across the driveway or into the garage. Clearing them in October or November, before the rains, is cheap insurance.

Rainwater should never be piped into a sewer chamber, and a sewer chamber whose cover sits lower than the ground around it will take in rainwater anyway. Both overload the sewer during a storm and can push sewage back up inside the house. If a sewer chamber overflows only when it rains, look for a low or unsealed cover, or a downpipe connected to the wrong system.

Apartment buildings

In a tower, the chambers at ground level, in the basement and around the plot belong to the building, and building management arranges their maintenance. Basement chambers near lift pits, stores and car parks need sealed covers to keep sewer air out of enclosed spaces. Chambers downstream of the sump or sewage lifting pumps take the full pumped flow, so they are worth checking whenever the pumps are serviced.

Car parks, service roads and commercial sites

Chambers in basement car parks carry cars turning and braking over them, and chambers in service roads and loading bays carry delivery trucks and refuse vehicles. That usually means D400 covers, bedded firmly, and in enclosed car parks sealed as well. Restaurants and food outlets have one more chamber to think about: the grease trap or interceptor, which has its own sizing and cleaning rules, covered on our grease trap installation page.

For building managers, the practical step is a chamber register: a plan showing every chamber, its cover class and type, and the date it was last opened and cleaned. It turns an emergency search for a buried chamber into a two-minute look at a drawing.

What moves the price: the cover’s load class, type and size; whether the frame is replaced; the chamber’s depth and condition; the rebuild material; and how much paving or tiling has to be lifted and relaid.

When comparing quotes, check that each one names the cover’s load class and says whether the frame is included. A cheaper quote for a lighter class, or a cover without a new frame, is a different job, and often the reason the cover is being replaced again a year later.

Who is responsible for manholes on my villa plot in Dubai?

You are. Under Local Order No. 8 of 2002, manholes and inspection chambers inside your plot, up to the connection with the public sewer, are part of your private sewerage network. The connection chamber outside your boundary and the manholes in the street belong to the public network; report problems there to Dubai Municipality on 800 900.

What class of manhole cover do I need for my driveway?

B125 at minimum anywhere a car can drive. If water tankers, septic tankers or delivery trucks drive or park over the chamber, choose C250 or D400. A15 covers are for areas only people walk on and crack under cars.

Can you raise or lower a manhole after landscaping?
